S ergey Shishkarev is a Russian transportation and logistics magnate, and the founder and main shareholder of the Delo Group, a leading intermodal container and port operator in Russia. A graduate of a military institute and with a background in economics, Shishkarev founded his company, Delo, in 1993. The company started as a freight forwarding agent in the port city of Novorossiysk on the Black Sea.

Over the years, Shishkarev strategically expanded his business from a simple agency into a major infrastructure holding. He acquired stakes in and developed port terminals, railway container operators, and logistics complexes, creating a vertically integrated transportation powerhouse. A key part of his strategy was the acquisition of a controlling stake in TransContainer, Russia's largest rail container operator, which significantly enhanced the Delo Group's scale and reach. Shishkarev also served multiple terms as a deputy in the State Duma, Russia's lower house of parliament, and is the long-serving president of the Russian Handball Federation.
