L iu Weiping is the founder and chairman of Weilong Delicious Global Holdings (WL Delicious), China's largest producer of spicy snack foods. He is best known for inventing "latiao" (spicy gluten strips), a cheap and addictive snack that became a cultural phenomenon in China. Born in rural Hunan, a province famous for spicy food, he moved to Henan province in 1999 to start his business, eventually founding Weilong in 2001.

Liu transformed the humble street snack into a multi-billion dollar empire by modernizing production standards and investing heavily in branding and packaging. Under his leadership, Weilong expanded its product line to include konjac and kelp snacks. He took the company public on the Hong Kong Stock Exchange in December 2022. Liu holds a controlling stake in the company, sharing his fortune with his family.
