Patokh Chodiev (also known as Fattah Shodiev) is an Uzbek-born Belgian billionaire born on April 15, 1953, in Djizak, Uzbekistan. He holds a Doctorate in Political Science and studied international law and Japanese at the Moscow State Institute of International Relations (MGIMO).

Fluent in Japanese, Chodiev began his career in the Soviet diplomatic service, specializing in Russian-Japanese commercial relations while based in Tokyo.
