S tephen Bisciotti is a self-made American billionaire who built his fortune in the staffing and recruitment industry. He is the co-founder of Allegis Group, the largest private staffing firm in the United States. In 1983, at the age of 23, he and his cousin, Jim Davis, started the company, then known as Aerotek, from a basement office. They focused on providing skilled temporary staff to the engineering and aerospace industries. The company grew rapidly, and they expanded into a wide range of other staffing sectors, including IT and healthcare.

While he built his fortune in the staffing business, Bisciotti is more widely known as the majority owner of the Baltimore Ravens of the National Football League (NFL). A lifelong football fan, he acquired a minority stake in the team in 2000 and purchased the majority of the franchise in 2004.
